Circular Economy and Quality of Life – LIFE Program
The Circular Economy and Quality of Life sub-program aims to facilitate the transition to a sustainable, circular, non-toxic, energy-efficient and climate-resilient economy and to protect, restore and improve the quality of the environment, either through direct interventions or by supporting the integration of these objectives into other policies.
This call covers the following topics:
- LIFE-2023-SAP-ENV-ENVIRONMENT – Circular Economy, resources from Waste, Air, Water, Soil, Noise, Chemicals, Bauhaus
- LIFE-2023-SAP-ENV-GOV – Environmental Governance
Each project application under the call must address only one of these topics.
Applicants who wish to apply for more than one subject must submit a separate proposal for each subject.

Information on evaluation results: February 2024
GA signature: May / June 2024
Project duration: 24 -120 months from the day of its start.

Type of Action
The topics of this call for proposals concern LIFE Standard Action Projects (SAPs).
- SAPs represent “traditional LIFE projects” with the aim of:
- The development, presentation and promotion of innovative techniques, methods and tactics.
- Contributing to the knowledge base and implementing best practices.
- Supporting the development, implementation, monitoring and strengthening of EU legislation and policy, including improving governance at all levels, in particular through capacity building of public and private actors and civil society participation.
- Implementing EU legislation and policy by replicating results, integrating relevant objectives into other public and private sector policies and practices, mobilizing investment and improving access to finance.
SAPs are a versatile tool available to entities from all sectors (public, non-governmental and private).
They can be close-to-market (e.g. aiming not only to provide improved environmental solutions, but also to ensure that such solutions are widely adopted by society in general and, in particular, by the economy through an explicit market-oriented approach).
Budget
The estimated available budget for the call is €81,000,000.
Standard Action Projects (SAPs): maximum funding rate of 60%.

Expected Impact
Applicants are expected to define, calculate, explain and achieve the expected impact as described in the award criterion “Impact” (see sections 2 and 9 of the call document).
Eligible Entities
The right to submit a proposal within the LIFE Program has:
- a public or private legal entity registered in the EU or an overseas country or territory linked to it;
- a third country linked to the LIFE program, or
- a legal entity established under Union law or any international organization.
Natural persons do not have the right to submit an application.
Legal entities established in a third country not associated with the LIFE program may exceptionally be eligible for participation. This happens when it is necessary to achieve the objectives of a given action, in order to ensure the effectiveness of the interventions carried out in the Union. However, these legal entities shall in principle bear the costs of their participation.

Purchase costs (Travel and accommodation expenses, Equipment, Other products, works and services)
Other costs (Financial support to third parties, purchase of land)
Indirect Costs
The non-deductible VAT
Evaluation
Project proposals submitted are evaluated and scored based on specific screening and award criteria.
Payment in advance
After signing, the eligible entities receive funding amount in advance (typically 30% of the maximum funding amount).
