Research – Innovate 2021-2027
The purpose of the “Research – Innovate 2021-2027” action is to connect research and innovation with entrepreneurship and to strengthen the competitiveness, productivity and extroversion of Greek companies towards international markets, with the aim of transitioning to quality innovative entrepreneurship and increasing of domestic added value.
Specifically, the “Research – Innovate 2021-2027” action aims to:
- Provide incentives for private investment in research, technological development and innovation.
- Economic development based on knowledge and sustainable expertise.
- The integration of new knowledge and innovation into existing but also into new products, services, production systems and value chains.
- Increase the competitiveness of Greek businesses and strengthen the export profile in the context of international competition.
- The employment of highly qualified and specialized scientific personnel.
- The connection of the academic with the productive sectors.

Beneficiaries of the “Research – Innovate 2021-2027” Action
Beneficiaries of the Action are:
- Enterprises and other entities treated as enterprises.
- Research organizations and other bodies treated as research organizations.
Intervention 1. Research & Development conducted by enterprises
Existing Enterprises (SMEs) regardless of the date of establishment. Also, potential beneficiaries are Business Groups in which at least one necessarily is an SME.
Intervention 2. Partnerships between enterprises and research organizations
Partnerships of existing businesses, regardless of size (at least one must be an SME) and date of establishment, with research organizations, with businesses as primary recipients.
Intervention 3. Uptake of research outcomes
Existing individual SMEs.
Intervention 4. Seal of Excellence awarded to companies
Small and medium-sized Greek enterprises that received the Seal of Excellence for research and development projects.

Interventions “Research – Innovate 2021-2027”
Specifically, funding applications should relate to research and innovation projects and be part of one of the four (4) interventions.
Intervention 1. Research & Development conducted by enterprises
The aim of Intervention 1 “Research & Development conducted by enterprises” is to create new positions for research and scientific/technical personnel by supporting research, promoting innovation, and strengthening business networking.
Intervention 2. Partnerships between enterprises and research organizations
Intervention 2 “Partnerships between enterprises and research organizations” focus is to promote collaborations/partnerships between businesses and research organizations.
Intervention 3. Uptake of research outcomes
The scope of Intervention 3 “Uptake of research outcomes” is to promote research to the next level of technological readiness, based on results produced in previous research projects.
Intervention 4. Seal of Excellence awarded to companies
Finally, Intervention 4 “Seal of Excellence awarded to companies” aims to support research and innovation through the financing of proposals of significant value submitted by Greek SMEs within the framework of the European Union’s “Horizon Europe” Program (EU) and received the Seal of Excellence.
Note that the duration for the implementation of the submitted project proposals must not exceed thirty-six (36) months, with the possibility of an extension for a period equal to one third of the initial duration. Intervention 4 proposals will have a duration equal to that approved by the “Horizon Europe” Program.
Budget of the Action
The total government budget allocation for Action “Research-Innovate 2021-2027” amounts to 300 000 000 EUR.
The maximum total budget of each Funding Application per Intervention is:
- Intervention 1 – 800.000€
- Intervention 2 – 2.000.000€
- Intervention 3 – 2.000.000€
- Intervention 4 – Within the budget approved by Horizon Europe
Maximum Number of Funding Applications Submitted Per Company
Each independent company (with a unique VAT number) can participate as a potential beneficiary in up to five (5) Cumulative Funding Applications regardless of intervention, throughout the duration of the Action (2021-2027).
Maximum Subsidized Budget per Company
The total budget of the proposals of a company – a potential beneficiary, cannot exceed five times the highest turnover achieved in one of the three (or less if the company does not have three) management periods of the year preceding the submission of the application financing.
Excluded from the above limit are:
- a) start-ups that, on the date of submission of the funding application to ‘’Research – Innovate 2021-2027’’, are members of the National Register of New Businesses ‘’Elevate Greece’’.
- b) companies applying for funding under Intervention 4: Seal of Excellence awarded to companies.
In case the company – potential beneficiary has not closed any management period, the total budget of the proposals it will submit cannot exceed five times its share capital.

Eligible Fields of Activity
The research projects that may be submitted to the Action will relate to the 8 sectors of the National Smart Specialization Strategy (NSSEE).
The indicative distribution of Public Expenditure per thematic priority area of the National Strategy for Smart Specialization (ESEE) 2021-2027 is as follows:

Criteria & Evaluation Process
The evaluation process will be carried out with two methods, direct and indirect.
For proposals subject to Intervention III “Utilization of Research Results” and Intervention IV “Seal of Excellence” the evaluation process will be done using the direct method. That is, the evaluation will be carried out based on the order in which the proposals are submitted and until the available budget is exhausted.
Regarding proposals included in Intervention I “Research and Development by Businesses” and Intervention II “Partnerships of Businesses with Research Organizations” the evaluation process will be done using the comparative method.
The detailed criteria will be published in the Detailed Call for Action. The aim is to align the criteria with the criteria of the “Horizon Europe” Program and will concern:
- Scientific and technical excellence
- The results and impacts (Impact)
- Quality and Efficiency of the Implementation
