Smart Manufacturing Grant for SME – Industry 4.0
According to a Ministerial Decision, March 1, 2023, is the new deadline for submissions for the «Smart Manufacturing» Program of the Recovery and Resilience Fund (TAA).
The implementation of the approved business plans is defined as a maximum of 24 months from the date of their inclusion decision.
Purpose of the «Smart Manufacturing» grant
The action «Smart Manufacturing» within the framework of the «Recovery and Resilience Fund (RFF)» provides for the financing of micro, small, and medium enterprises (SMEs) in the Manufacturing and Industrial sector. The «Smart Manufacturing» grant aims to modernize businesses according to the imperatives of the 4th Industrial Revolution (Industry 4.0).
Grant Beneficiaries
Beneficiaries of the «Smart Manufacturing» grant are defined as micro, small, and medium-sized enterprises (SMEs) that carry out business activity in the Greek territory in the eligible Business Activity Code (BAC).
In particular, beneficiaries are existing businesses that use a single- or double-entry bookkeeping system (keeping B’ or C’ category books), as well as new businesses.
Businesses must have the legal form: SA, EPE, OE, EE, IKE, or sole proprietorship.
Investment Plans Targeting
Investment plans should aim to:
- To improve the resilience of the business through the upgrade of digital management and production control systems
- In the supply of advanced and digitally controlled industrial equipment
- In the digitization of interfacing systems throughout the supply chain
- In the production of systems and technology that support digital transformation
The pillars of the investment projects that will be financed are the following:

- 5G high-speed network infrastructure
- Machinery
- Laboratory equipment
- Quality control equipment
- ICT (Information and Communication Technologies) and software equipment
- Software Licenses
- Cloud licenses
- IT security services
- Product design services
- Intellectual property services
- Patent services
- Certification costs
- Cost of technical consulting services for the implementation of new IT infrastructures and software
- Costs for carrying out a feasibility analysis for the development of new smart products and services.
- Costs of training staff and workforce in the new technologies of Industry 4.0, etc.
Total Aid Amount
The total budget of the action is 73 million euros. The budget of the «Smart Manufacturing» program is allocated 70% to micro and small enterprises and 30% to medium ones.
The minimum investment amount is set at 250 thousand euros. While the maximum amount of investment cannot exceed 6 million euros.
Investment plans with a budget of less than €250,000 will be automatically rejected.

- Expected results (Expansion of the business into new activities or new products, Increase in production capacity, Improvement of the environmental footprint of the business, Energy saving, Operational modernization, Upgrading of mechanical equipment, etc.)
- Forecasts of income – expenses of the business.
- Integrated character of the investment.
- Necessity and feasibility of the investment in relation to the needs of the business.
- Estimated employment growth.
- Any useful information to better understand the proposed investment.

Evaluation Stages
Stage 1: Verification of completeness of supporting documents – fulfillment of standard conditions beneficiary status (eg size/new or existing)
Stage 2: EI eligibility assessment and determination of eligible costs
Stage 3: Determination of grant amount – Evaluation of proposals
Stage 4: Opinion on the approval/rejection of Applications
The evaluation of the registered investment projects will be carried out through the comparative method based on a ranking.
